The books, pamphlets, broadsides, and maps described in the following pages represent, with [a few] exceptions ... the written word that was actually set in type and printed in the print shops of the villages, towns, and cities of the territory and state of Illinois from 1814 through 1858. ...
A limit had to be placed on the inclusiveness of this bibliography if the project were ever to reach fruition and the enthusiasm of the compiler to remain at a healthy level. It was decided arbitrarily to exclude all state documents except legislative journals, session laws, a few laws that were separately printed,, Supreme Court reports, and a few publications related to the constitutional conventions of 1818 and 1847. The great mass of official publications such as bills, reports of legislative committees, and reports of administrative officers printed for the use of legislators, were excluded. Blank forms used as commissions and indentures were also excluded, as were election ballots, paper money, and pictorial matter.
All other products of Illinois presses and the lithographer's stone -- books, pamphlets, broadsides, and maps -- were listed. A few non-Illinois imprints were included merely because they had been inadvertently described as Illinois imprints in earlier bibliographies. It was considered necessary to correct the record by thus drawing attention to them.
