Greater Milwaukee's Growing Pains is a highly readable and fascinating insider's view of the local but powerful battles that shaped Milwaukee during the last half of the 20th century.
Perhaps taking his tack from the infamous Milwaukee Bridge Wars of the prior century, the author includes the Boundry Wars, as villages and towns attempted to avoid annexation by the rapidly growing city of Milwaukee, which desired to maintain its tax base by ever enlarging its boundaries. The book covers transportation, and the Freeway Wars, that resulted in Milwaukee's current freeway system.
It also covers flooding and the Pollution Wars, which pitted Chicago, Illinois against Milwaukee, Wisconsin in the matter of how much treatment Milwaukee had to apply to its sewage before discharging it into Lake Michigan. This battle lasted years, and was finally decided by the Supreme Court. (Milwaukee won.) On a more local level, it delves into Milwaukee's massive sewer construction program, and -- naturally -- the Sewer Wars.
The final section of the book tackles the problem of urban sprawl, including some potential solutions.
